As with training, you can make an action that is not self-evident to you before familiar to an extent that it is self-evident, or becomes an instinctive reflex, primitive action could be acquired with practice and training.

An illustrative example is playing music. A piano player can have each number in their repertoire as primitive actions, as they practiced them hard and can play them without much thinking. A jazz piano player can have hundreds of chord harmony and licks that they can recall and play just by imagining the sound of them.
